I have been given a large barrel of car TFR (traffic film remover), it's a water based cleaner that valeters put in jet washers, do you think its safe to use on the bike?

Have you looked it up for its specific uses? Does it say on the tub?
It will be whats used to remove road tar and the likes from the paintwork of cars, I'd say it would be fine for the frame, but if I had it I would be carefull of using it on braking surfaces and near hubs and headset incase it has degreasing properties and in time washes out the grease.
Try it, see how you get on.

I would say it would prob okay, if its safe to use on car paintwork then it will prob be okay on your bike paintwork. The only places i would becareful with are around you fork seals etc. These are just my thoughts and im not saying for definate it will be safe just incase.

TFR is normally okay for car use but I wouldn't use it for normal bike cleaning. Bikes don't pick up the same type of dirt as cars. TFR is something you may want to use, well diluted, once a year on the bike.
TFR usually needs to be used in conjunction WITH a detergent and not instead of.

I read a post on BikeRadar earlier today. Someone used traffic film remover on their bike and it ate every seal on his bike!
Avoid!
